FEMA P-361 

FEMA P-361 sets the gold standard for storm design, offering stringent guidelines to protect lives during extreme weather events such as tornadoes and hurricanes. Scope of FEMA P-361 

FEMA P-361 provides detailed specifications for the construction of tornado and hurricane shelters capable of withstanding wind speeds of up to 250 mph, as measured by three-second gusts at 33 feet above ground in open terrain. These shelters protect occupants from life-threatening conditions, including extreme winds and flying debris. The following criteria are essential for FEMA P-361 compliance:

1. Structural Integrity 

  • Shelters must resist wind pressures generated by 250 mph winds without structural failure.   
  • Static pressure testing must demonstrate resilience at 1.2 times the design wind pressure. For instance, ultimate wind pressures may exceed +292 pounds per square foot (psf) and -368 psf. 

2. Missile Impact Resistance

  • Shelters must withstand impacts from a 15-pound 2×4 wood stud traveling at 100 mph for vertical surfaces and 67 mph for horizontal surfaces. The goal is to protect against debris projected during tornadoes and hurricanes, based on ICC 500 Section 305 missile impact criteria.

3. Ventilation Requirements

  • Ventilation systems must maintain safe air quality levels under shelter-in-place conditions, accounting for occupancy and duration of use.   
  • Systems must not compromise the structural integrity or allow for debris penetration.

4. Cyclic Pressure Resistance (Hurricane-Specific)

  • Shelters in hurricane zones must endure thousands of repeated pressure cycles to mimic the conditions of fluctuating hurricane winds.
  • Performance is validated through cyclic pressure tests under ICC 500 guidelines.

5. Testing of Smallest and Largest Configurations

  • FEMA P-361 requires testing of the smallest and largest product sizes to verify consistent performance across all design configurations. This includes doors, windows, and protective systems.

  • Tornado Debris Impact Testing – This test involves launching a 15-pound 2×4 at speeds of up to 100 mph to assess the product’s ability to resist flying debris, a hallmark of tornadoes. 
  • Hurricane Debris Impact Testing – For hurricane-prone regions, we test products against smaller, fast-moving projectiles. This involves propelling a 9-pound 2×4 at half the hurricane shelter design wind speed up to 128 mph.
  • Cyclic Pressure Testing – Cyclic pressure testing subjects products to thousands of pressure cycles, replicating the fluctuating forces of hurricane winds after they have been impacted.
