Comprehensive Protection Plan for Police Department
Project Overview
This new police department and 911 dispatch center was designed to support modern law enforcement operations while prioritizing the safety of personnel and the public. Located in a suburban North Texas city, the 86,000 SF facility required protection against both severe weather and everyday security threats.
Insulgard delivered a comprehensive solution—combining an ICC 500–certified storm shelter with ballistic-rated glazing and barrier systems—to safeguard critical operations without compromising visibility or accessibility.

Challenge
As a mission-critical facility, the project demanded a multi-layered approach to safety and security. Key challenges included:
- Designing a dedicated storm shelter for extreme weather events
- Protecting exterior windows from ballistic threats while maintaining clear visibility
- Securing staff during public interactions without creating a closed-off or intimidating environment
The city needed a solution that balanced code compliance, daily operational efficiency, and public accessibility.
Solution
Insulgard partnered closely with the project team to deliver a fully integrated system addressing both environmental and security risks.
- Storm Shelter Construction: A hardened shelter space was built using Insulgard’s StormBarrier window and door systems engineered to meet ICC 500 standards, ensuring reliable protection during high-wind and severe weather events.
- Bullet-Resistant Glazing: Exterior windows were secured using advanced glazing systems designed to mitigate ballistic threats while maintaining high optical clarity.
- Secure Public Interaction Areas: Insulgard designed a custom guard booth featuring the Baffle Counterline Window System and counter recessed deal trays to enable safe, controlled exchanges between staff and visitors. Fabricated using SP 1.25 acrylic tested to UL 752 Level 3, this system provides certified ballistic resistance while maintaining a transparent, welcoming appearance.
