Storm Protection in the 250-MPH Tornado Wind Zone 

Certain parts of the Midwest and South—including much of Texas, Arkansas, Tennessee, Missouri, Oklahoma, Kansas, and neighboring states—fall within the 250-mph wind speed zone defined by ICC 500 standards. This is the highest-risk zone for tornadoes, where storms can reach EF5 intensity with devastating wind and debris impact. 

If a new K–12 school, police station, fire station, 911 call center, or other critical facility is being built within the 250-mph wind zone, and the jurisdiction has adopted the International Building Code (IBC) 2015 or later, then a storm shelter is required by code. 

This shelter must: 

  • Comply with ICC 500 and FEMA P-361–2021 
  • Accommodate all occupants of the building 
  • Be constructed to withstand wind speeds up to 250 mph, including impact from large, fast-moving debris
